Basically, it won't even come close, as high-end shield tanking equipment with crystal implants is obscene. ----------

The short of it: There were screenshots posted some time back of a Rattlesnake that could tank over 3000 dps forever. You'll never achieve that with armour tanking gear... ----------

Kayo's rattlesnake is cheatzoring, since he has vulture with maxed skills in gang :)
However, bhaalgorn with 3 reps and 3x 28% eanms + damnation can tank something like 5k dps (2x mothership) and as long as you fight capital ships cap isn't really problem
But rokh in similar situation can prob. tank more than 8k dps
Not sure where you're getting that number from, with three 28% EANM, all the compensation skills at level V you get resistances of 85.7/71.4/73.2/76.8 (EM/Ex/Ki/Th) before adding in gang bonuses.
With 3 Corpus X-type repairers running (120 cap/sec) that's soaking 2350/1180/1250/1450 dps.
Never used Warfare links myself, but as I recall at maximum skills its +12% un-stacked with the ships modules, pushing those resistances up to 87.4/74.9/76.4/79.6, equivalent to 2670/1340/1430/1640 dps.
Obviously you could add rigs, but they arenĘt going to push it up to those sorts of numbers, plus that Rattlesnake pre-dated rigs and it relied only itĘs own capacitor recharge rate.

Those are from Nyphur's tanking spreadsheet, which has in my experiance, always correctly calculated the stacking penalty and given the same resistances as in-game. ----------

How old is it? Because stacking penalty was cranked up a bit awhile back.
This is a wordpad document that i think is latest:
Stacking post RMR and Blood --------------------------- Module 1= 1.0 Module 2= 0.8691199806039387 Module 3= 0.5705831429946538 Module 4= 0.28295515344761973 Module 5= 0.10599264935936131 Module 6= 0.029991166363797856 Module 7= 0.006410183065370239 Module 8= 0.0010349204712057952
The stacking penalty changes donkeys years back, and even if there had been a 'stealth' change, everyone would have noticed the reduction in damage/armour resistances and there would have been hell to pay on the forums

You've never seen Amarr CBC tanks It would seem.
And it's a fair trade, afterall, you can have just a tad more armor on your capships.
Check out the Scorpion setup a few posts up, you won't get an equivalent with an armour tanking ship, precisely because of the high end shield boosters, hardeners and importantly, crystal implants (still have no idea why Tuxford backed down over changing them to hit-points like slave implantsą) ----------
